8A - Resolution 2011-05 – Resolution 2011-05 of the Village Board of the Village of
Caledonia Approving the Public Highway Underpass Agreement with the Union
Pacific Railroad for the Four Mile Grade Separation Structure
Ekes informed the board that she had not received the revised Agreement from the Railroad
yet. She updated the board with the projects schedule including an October 1st
anticipated start date. Trustee Burton asked for some clarity regarding the railroads lack
of commitment to ownership. Trustee Griswold talked about the projects schedule and
felt the Railroad Crossing Agreement should be added to it. He also felt the board should
be involved in the review of preliminary plans, conceptual plans and drawings. Trustee
Wanggaard expressed his concern regarding the excessive amount of time it has taken to
get the project started. Ekes stated that as soon as she receives the Agreement and
reviews it, she will request a special board meeting.
Trustee Burton moved, seconded by Trustee Weatherston to lay over the adoption of
Resolution 2011-05 until the revised Agreement has been received and reviewed.

8. Project schedule for 4 Mile Road UPRR Bridge Underpass
Hayek said on July 28 and August 4 they will advertise for bids. At the August 30th
Finance Committee bids will be opened. This will then go to the Sept. 6th village board
meeting. The project is scheduled to start construction on 9/26/11 ending 9/23/12.
Hayek would have liked to have the final railroad agreement but will include the numbers
that he currently has. Sewer and water work will be done first along with the post office
parking lot and the road will not have to be closed for that work. Discussion followed on
some issues that have come up so far.
Trustee Griswold would like a written schedule from Hayek. Hayek said he will delay
the bid opening if he does not have a final railroad crossing agreement.
9. Discussion of 4 Mile Road UPRR Railroad Crossing Agreement
Hayek explained the hold up. We have asked for 5% of the new 2011 estimates because
the costs have gone up. He hopes to have the new numbers by bid opening. This will be
on the village board agenda even if it has to be with the old numbers. The committee
feels we need to move forward. Hayek will continue with the current schedule and do
new numbers as an addendum, if need be.
