If you place a wager on whether a train will derail... is that considered off-track betting?

Yes. Many industries do similar practices or 'audits'. It's a fact of life, sorry.

Many even hire based upon results from a test. I took a 911 dispatcher test, and passed it; problem was so did everyone else...so they raised the bar and 80% was the new passing score. The unfortunate sad truth is if you do not make it out of their probationary period (usually 60-90 days) they do not even need a reason to fire you, besides that they can, but performance is the #1 answer

I have on going training/test taking in order for my company to be ISO certified. If you fail a test the first time they'll just put you through more training, if you fail a second time you may get fired but it's unlikely. In the average year I probably spend 40 hours or more just in training and test taking.

It sucks but it's the way my company and quite a few others are going.
